• So to you a photo only has value if the subject is smiling? In many cases you're talking about people who were photographed in the process of doing their jobs (and pretty serious ones, too). The photos you mention reflect that.

• Almost all our photos of the governor come from Capitol Media Services or The Associated Press. We do not have staff stationed at the Capitol, and we don't travel with her. This was the most recent photo we have of Gov. Brewer in our files.
