NEW YORK - If the U.S. Postal Service delivered mail free of charge, our mailboxes would surely runneth over with more credit card offers, sweepstakes entries and supermarket fliers.
Spam is an expensive, time-consuming irritant in today's high-tech world, but a proposal to charge for e-mail to deter such mass messaging is fraught with problems — and ultimately probably wouldn't end the nuisance.

Q: I find that unless I vocally tell people to look in their spam box for my messages they usually DO NOT get them as they are fazed out of regular mail. How can this be rectified? — Donna

Recent efforts by federal law enforcement to curb bulk e-mails — called spam — probably won’t make much difference to the average computer user, local Internet providers and computer experts said.
Federal law enforcement officials in the Valley on Wednesday touted the second successful conviction in a major international computer spamming operation they said involved people in California, Scottsdale, Paradise Valley and Tempe.
