    Our ideal legislators are people like Rich Crandall and Cecil Ash, two politicians who put the state and their voters before their party, are willing to work with others and consider issues on their own merit.     BUDGET BILL: The Virginia Budget Bill for 2009 rests on a person’s lap during a budget briefing before a joint session of the House Appropriations and Senate Finance committees Dec. 17, at the Capitol in Richmond, Va. Forty-one states and Washington, D.C., faced combined budget gaps exceeding $42 billion after fiscal year 2009 spending plans were approved, according to the Center on Budget and Policy Priorities. The situation could be almost twice as bad the following fiscal year based on early estimates that 38 states provided to the center.
