Nightclub presses Scottsdale for bar permit approval

Park Place, a new proposed downtown Scottsdale nightclub, is seeking city approval to open in what was once the home of Tequila Grill.

Managing owners Michael Troyan and Ryan Hilbert of Scottsdale are proposing investing $2 million for the nightclub at 4363 N. 75th St. that they say will complement the new “hip” downtown hotels, attract both local and national celebrities and include a patio with bungalows.

But first, Park Place needs to obtain a conditional use permit from the Scottsdale City Council, which has rejected one downtown bar permit application and placed restrictions on others.

Court Rich, a lawyer representing Park Place, said: “This is right in the entertainment district — I don’t anticipate it being an issue.”

Hilbert is the former general manager of Myst nightclub, while former Tequila Grill owner Joe Gullickson is also involved with the project.

John Little, executive director of the city’s Downtown Group, has not seen the application, but said the location — east of Scottsdale Road between Indian School and Camelback roads — is appropriate.

“That is in the area that is establishing itself for that kind of use,” Little said.

Rich said he hopes the application will reach the Planning Commission this summer. The council could potentially hear the case in late summer or fall.

The council has approved six of the seven downtown bar use permits since the policy was adopted in 2003 to give the city greater oversight of the town’s drinking establishments.

The council in June rejected the permit for Next Lounge and Nightclub, which has sued the city and continued to operate. The council went on last year to approve permits for Salty Señorita and Loco Patron — which sit on the western side of Scottsdale Road — and Jackrabbit Supper Club.

Scottsdale had previously approved downtown permits for e4, Drinx and Jamaican Blue.
