Mesa's Planning and Zoning Board voted to approve Gateway 202 Airpark, which will take 10 to 20 years to reach its full size, according to city and company officials.
Two board members were not present for the vote.
The developer, Phoenix-based Kitchell Development Co., told board members more than 100,000 jobs will come as the large-scale project is developed in phases.
The site sits south of the Loop 202 Santan Freeway and will be bisected by the future state Route 802 freeway.
The project will also straddle the planned corridor leading into the future airport terminal, east of the existing terminal structure, officials said.
