Driver arrested in ASU student’s death

A man was arrested by Phoenix police Thursday in connection with a four-vehicle accident that killed an Arizona State University student.

Nora Risha, 18, was ejected from the vehicle she was traveling in with her family about 10 p.m. Wednesday at the intersection of 43rd Avenue and Cactus Road. It was struck by a car that ran a red light, according to police.

Armando Garcia Jacobo Jr., 43, who was driving north on 43rd Avenue when his vehicle collided with two vehicles going east on Cactus, was released from a hospital Thursday. Phoenix detective Tony Morales said officers were waiting for Jacobo. He was booked on one count of second-degree murder and seven counts of aggravated assault, according to Morales.

“This guy is looking at some serious charges,” said Morales, who added that police believe that alcohol impaired Jacobo.

Two other people — ages 16 and 14 — also suffered serious injuries in the collision but are expected to survive, according to authorities.
