A Chandler man suspected of defrauding a large recycling company of $30,000 and misleading local residents by claiming a recycling donation would go to charitable foundations was arrested Thursday, police said.

Chandler police say that Dennis Delbert McKinney pocketed the $30,000 without donating anything to the organizations he claimed to be helping.

After a five-month investigation, police found that McKinney, 70, would collect recyclable materials people had donated into recycling bins reading "Help the Children of China," "Save Arizona's Resources" and "Boy Scouts."

After collecting the material, police say that McKinney would stop by the Abitibi-Bowater donation plant at 390 E. Ray Road and weigh his refuse truck, full of donations, before the business opened for the day.

Police say that McKinney would then back off the scale slightly, recording a truck weight that he made the plant believe was empty. He would then unload only about half of his cargo, but still bring the before- and after-receipts to the office for the full truck payment.

Over the course of several months, the plant recorded 270 tons of missing inventory and $30,000 in financial losses, according to police.

The suspect's company, McKinney's Recycling, was found to have no business licenses and no evidence of being involved with any nonprofit organizations. All of McKinney's money was deposited into his personal bank account, police said.

Sgt. Rick Griner said most of his recycling bins were in the Valley.

McKinney was arrested in connection with more than 40 transactions and fraudulent invoices.
