Drugs: Root of violent problem is prohibition

BUST: Federal Police, Baja California State Police and the Mexican Army seized a half-ton of marijuana, weapons and tactical equipment, and arrested two suspects during an operation in Rosarito, 27 miles south of Tijuana, in December.
