89K early voters fail to follow directions

Election workers Michael Brooke and Judy Beach fill out a new ballot for a voter who used something other than a black pen. Other devices "bleed" through to the other side of the two-sided ballot, making it impossible for the machine to properly count. There are about 89,000 of these ballots, with the county able to re-mark only 10,000 to 12,000 a day.
