Napolitano's chief of staff stepping down

PHOENIX - Gov. Janet Napolitano announced changes Tuesday among top members of her staff, including her chief of staff and top lobbyist.

Jan Lesher, who leads the Department of Commerce, will succeed Dennis Burke as the governor's chief of staff. Burke, who held that post since 2003, will leave to work on political campaigns.

James Apperson, the governor's budget director, will replace George Cunningham as chief deputy chief of staff for finance and budget. Cunningham is retiring.

Mike Haener is leaving his post as the governor's legislative liaison, and Suzie Barr now moves up to become Napolitano's director of legislative affairs.

Marco Lopez Jr., an international affairs adviser to the governor, will take over as the director of the Department of Commerce.
