PHOENIX - Gov. Janet Napolitano says Arizona is now safer from terrorism than it was on Sept. 11.
Napolitano cites the establishment of a state counter-terrorism center, new interoperability of emergency agencies' communications and improved training of public safety personnel.
She says some of the communications enhancements already have been put to good use during wildfire situations. She also said it's fortunate that some of the state's post-Sept. 11 preparatory steps haven't needed to be put into use.
