State tuition tax credits panel meets Monday

Two speakers are on the agenda for this first meeting: Mark Bogard, senior economist and longtime member of the House Democratic staff, and Larry Mohrweis, a professor of accounting at Northern Arizona University.

In April 2005, Mohrweis wrote an article in the AZCPA journal titled “Five flaws in Arizona’s Private School Tax Credit.”

Mohrweis has also served as president of the Northern Arizona Christian School Scholarship Fund, a school tuition organization, or STO, that provides scholarships to private school students through the tax credit program.

The panel, chaired by state Rep. David Schapira, D-Tempe, was created by the Democratic caucus in the House following the August publication of Rigged Privilege, the Tribune’s investigation into private school tax credits. The three-day series reported widespread abuse and misuse of the tax credit program.

The date for the panel’s second meeting will be scheduled on Monday. The public will be invited to speak at that event.

Last Thursday, House Speaker Kirk Adams, R-Mesa, announced the formation of the official Private School Tuition Tax Credit Review Committee.

While Schapira’s panel was self-organized, the formal committee announced by Adams was appointed under House rules. Adams has assigned Rep. Rick Murphy, R-Glendale, as chairman of the committee. Other members include: Andy Biggs, R-Gilbert; Debbie Lesko, R-Glendale; Jack Brown, D-St. Johns; and Tom Chabin, D-Flagstaff. The first meeting of the Private School Tuition Tax Credit Review Committee will be announced shortly, the release from Adams’ office said.

That committee is expected to produce a report on the tax credit issue by Dec. 15, which would include any necessary legislation for the 2010 legislative session.
