Chandler hotel developer files for bankruptcy

The developer of a failed luxury high-rise hotel in Chandler filed for bankruptcy last week, leaving Chandler on the hook for more than $10,000, city officials said.

Jeff Cline, who owns RCS-Chandler LLC., also owes a group of local architecture and design firms more than $1 million for work on the project, according to documents filed Friday in U.S. Bankruptcy Court.

Cline's actions have left the site's future unknown, as just last month Chandler officials thought construction there would resume under different developers. The uncompleted project is adjacent to Chandler Fashion Center mall.

"We were hopeful someone would come in and buy it. We had a number of different developers come in and talk to us about what they wanted to do with the area," said Doug Ballard, Chandler's director of planning and development. He also explained that Cline owed the city about $11,000 for services provided by his staff. That work included inspection of blueprints and other building plans to make sure it met city codes, Ballard said.

Work on the multimillion-dollar project ceased two years ago this month, leaving concrete skeletal remains that are visible from the Loop 101 and Loop 202 Santan Freeway interchange near the mall.

Neighbors have complained the unfinished building is an eyesore, and it has been targeted recently by vandals with spray cans.

Initially, the project was pitched to city leaders as a 15-story, high-end hotel and resort that included ritzy condos costing $2 million each.

The filings also show Cline owes Phoenix-based DMJM H+N Inc. about $851,472 and Gould Evens Architecture roughly $600,000. The court documents show Cline also owes money to four other companies.
