RAMALLAH, West Bank - Secretary of State Condoleezza Rice assured Palestinian leaders Thursday that a U.S.-sponsored Mideast peace conference this fall is meant to get them closer to establishing an independent state and that Israel is ready now to discuss fundamental issues.
