Eyebrow threading
Xenia Perez uses thread to pluck hairs from the eyebrows of 15-year-old Jasime Murillo on Wednesday at a kiosk at Desert Sky Mall in Phoenix. The Institute for Justice filed suit Wednesday, asking a judge to rule that the practice should not require practitioners to be trained and licensed as cosmetologists.
