Phoenix plans to sell off 13 homes as part of a program intended to help stabilize neighborhoods hit by foreclosures by purchasing vacant, neglected homes with federal funds, refurbishing them and reselling them.

The program offers homebuyers a newly remodeled home with energy conservation features, a $15,000 zero payment/zero interest loan to use for closing costs and partial down payment, and guidance throughout the process.

To be eligible, applicants cannot currently own any real estate, must occupy the home as their primary residence and must fall within the program's income requirements. For example, a four-member household whose total income is $79,900 can qualify for the program.
