    I thought we elected a compassionate, Democratic, mayor and city council who would do something about poverty and unemployment instead of just trying to hide it.

    They should decriminalize spraying mace in these people face as they get right on you and demand their drug/alcohol money.

    Azconan should have left their personal info so we could send the parasites to live off of them.

    Many cities have started to require a license to panhandle, and to obtain a license you have to prove that you need help not just lazy. I watched a woman panhandeling in Phoenix when she was done for the day get in her newer SUV to go home. Some of these people make $30,000+ a year tax free...

    NO WAY this stands up in Supreme Court. Who determines aggressive? The cop? The citizen? What its aggressive if he says please? or speaks at all? This will cost the city millions in legal costs. I hope the ACLU send speople out to panhandle just to take the case to court. Id argue all day the constitution allows for panhandling. If the city doesnt like it then move to Russia !
