I'm still curious....how is it that the city of Mesa came to the voters requesting special concessions for Gaylord, yet wasn't smart enough to require a performance bond? Simply said, a performance bond would have had a specific start date, a middle completion date and a final completion date. ANY varience on ANY date would have resulted in the forfeiture of the bond AND forfeiture of the property, even if resort development had begun. This would have been just good business....and if the city does lose out on the Gaylord development, the voters need to remember and do something about it.
