Gilbert police arrested a man, 19, Monday on suspicion of animal cruelty after witnesses reported he was dragging a small dog.

Police cited and released James Davis and took the dog pending a hearing in municipal court, according to Sgt. Mark Marino, Gilbert police spokesman.

Police were called around noon about a man dragging the dog in the area of Lindsay and Warner roads. 

A witness reported trying to stop Davis from dragging the animal but was unsuccessful. 

Police found him at a pet store at Warner Road and Val Vista Drive. 

Davis told officers he was trying to train the 6-month-old Japanese Chin to walk on a leash. 

The dog’s hind paws were bleeding when officers arrived, Marino said.
