Chandler, consultant look ahead to buildout and beyond

Chandler is building a plan for buildout.

The city is paying consultant Mary Jo Waits and Associates $160,000 to help ensure Chandler maintains financial stability, quality of life and services to its residents when growth comes to an end in about six years.

Doug Ballard, Chandler’s planning and development director, said city staff members began thinking about a buildout strategy a year ago when they realized how fast residential property was evaporating because of growth.

"We started looking at it from the perspective of, ‘Can we be sustainable?’ " Ballard said. "The study broadens that and includes the entire community."

Chandler leaders expect residential buildout in 2010 with commercial buildout just a few years later. As buildout occurs, the city will have to shift its focus from growth and development to maintenance.

"The strategy is designed to make sure that when we reach buildout that we can pay for the services we now provide when we lose impact fees and have to depend on just sales tax," Chandler Mayor Boyd Dunn said. "We need to ensure that we can sustain the quality of life past buildout. We are at our last opportunity to ask what we want the city to be, what we want it to have, and what our unique place in the region, state and the southwestern United States should be."

Waits, who expects to complete the study by December 2005, will review Chandler’s strengths and weaknesses, where the city has been and where it wants to go. A panel of experts will analyze trends to determine what challenges and opportunities Chandler will face both nationally and globally.

The study will identify a vision and strategies to achieve that vision while maintaining things important to residents, Waits said.
