Maricopa County Sheriff Joe Arpaio lifted a three-week lock down of the Fourth Avenue Jail in Phoenix on Wednesday.

Planned race riot spurs jail lockdown

Arpaio placed the jail on lockdown June 29 after a race riot.

Arpaio said the riot was intended to force him to separate the housing by race.

Inmates were confined to their cells 23 hours a day and weren’t allowed telephone calls.
