Two Mesa recreation centers built within the past decade have already deteriorated to "average quality" due to poor construction and upkeep, a city Parks and Recreation Subcommittee has determined.
The Webster Gym and Recreation Center, used by Webster Elementary School for physical education classes, was built just six years ago near Dobson Road and Main Street. But the panel gave the facility a C grade at Wednesday's meeting, using a grading scale set up to help determine which facilities will stay open and which will eventually close.
The Jefferson Gym and Recreation Center also received a C grade. That center, built 10 years ago near Power Road and Main Street, is used by Jefferson Elementary School for physical education classes.
The panel said both facilities are now of average quality, but their further decline is imminent. The panel declined to estimate the cost of any repairs.
"If we only have so much money, there will come a point where the numbers are simply too big," panel member David Martinez said. "We will eventually have to decide which facilities are going to be able to stay open and which ones are too expensive to put more money into."
The Broadway Recreation Center near Center and Main streets fared even worse on the grading scale.
That facility earned a D, largely due to complete failure of its heating, ventilating and air conditioning systems.
The weight of the bathroom doors was an additional problem for the center, which partners with the Mesa Association of Sports for the Disabled. Auditors said the doors often trap paraplegic sports players in the bathrooms because they lack automatic switches to open the doors.
"Even with the replacement of the HVAC (heating, ventilation, air conditioning) systems, I do not see the facility going up that much on the grading scale," Martinez said. "It's just too old. You can't compare a 1960 building with a 2002 building."
The grading system is helping the city determine if a facility is worth keeping, improving or selling.
In addition to the Parks and Recreation Subcommittee grades, a separate panel gives a different grade to each facility based on programs it offered.
The panels will continue to meet and grade different aspects of the city's facilities until the end of the fiscal year on June 30.
At that time the panels will come together and make final recommendations on what will happen with each.
