House Minority Leader Phil Lopes, D-Tucson, speaks out Tuesday against a ballot measure which would forbid the state from requiring Arizonans to purchase health insurance or enroll in government health care programs. Lopes said voter approval of that measure would undermine his legislative proposal for a type of universal health care for all Arizona residents.
