The proposed changes are an attempt to make the fees "fair and equitable" by creating uniform fees throughout the city. The city imposes the fees on new construction and major redevelopment projects to pay for water and sewer infrastructure and to acquire additional sources of water.

Currently, construction projects north and south of Shea Boulevard pay different development fees for water and sewer. But water and sewer systems are nowintegrated citywide, so officials are looking to set standard rates throughout the city.
