Cities would not be able to absolutely ban individuals from walking around while carrying signs under the terms of legislation given preliminary approval Thursday by the Senate.

Some cities have sought to use their sign regulations to keep people from standing on sidewalks while holding signs directing motorists to car dealers, furniture stores and other businesses. SB1076 would let cities impose reasonable time and place restrictions but keeps them from outlawing the practice entirely.

The House has already approved identical legislation.
