"property taxes will remain about the same, Jones said"... STOP BONDING (Borrowing Money), and just save cash for these expenses, then you will not have to worry or have to raise taxes at all, like everyone else, well almost, except for the few who borrow and are in debt!

Complete waste of money. Drain that cesspool and use the funds for law enforcement or infrastructure.
