The AIA’s proposed transfer rule is designed to limit the amount of ‘at-whim’ transfers that have become prevalent among high school athletes like Dobson’s Jaron Hopkins, who transferred over the summer from Basha to Dobson after former Bears coach Brad Pinter was fired.
