AG finds Prop. 200 rules apply only to welfare aid

State employees need to check the immigration status of only those applying for welfare programs, Attorney General Terry Goddard concluded Friday.

Goddard, in a 12-page formal opinion, said Proposition 200 does not require verification that applicants for state licenses and permits are in this country legally.

He also concluded that the Arizona Health Care Cost Containment System is not covered by the voter-approved initiative.
