"The troops will not have authority to make arrests", that is rediculous. So they are just supposed to stand there and say, "there goes another one...". They should be able to arrest, detain and shoot whenever needed.

Brainfreeze, you just don't understand how this works. The troops are being sent to the border to do critical stuff like wash trucks and paint rocks, not enforce the border.
The argument being that with a soldier to wash their truck or paint their rock the border patrol guy can go out in the desert and have a nice nap. Er... I mean combat the dastardly illegals and smugglers.
