States want convention to propose new amendments to U.S. Constitution

At least 26 state legislatures are looking to call a convention under Article V of the U.S. Constitution to propose new amendments, according to a news release issued Tuesday by the Goldwater Institute in Phoenix.

Ideas under consideration include new amendments that would require a majority of states to approve new federal debt, force Congress to balance the federal budget every year, and allow action by two-thirds of states to repeal any federal law or rule, the release said.

Research from the Goldwater is guiding the states' efforts. On Tuesday, the institute released a new report, "Amending the Constitution by Convention: Practical Guidance for Citizens and Policymakers." To view that report and the institute's other research, go to www.goldwaterinstitute.org.

    Novel idea. And but for the thrust of the proposed changes, this rather radical approach could be labled Liberal. I'll have to study Artical V some more.
