At least 26 state legislatures are looking to call a convention under Article V of the U.S. Constitution to propose new amendments, according to a news release issued Tuesday by the Goldwater Institute in Phoenix.
Ideas under consideration include new amendments that would require a majority of states to approve new federal debt, force Congress to balance the federal budget every year, and allow action by two-thirds of states to repeal any federal law or rule, the release said.
Research from the Goldwater is guiding the states' efforts. On Tuesday, the institute released a new report, "Amending the Constitution by Convention: Practical Guidance for Citizens and Policymakers." Novel idea. And but for the thrust of the proposed changes, this rather radical approach could be labled Liberal. I'll have to study Artical V some more.
